Malaysia Oil Giant Unveils CEFORE, a First-of-Its-Kind Offshore Renewable Energy Model

PETRONAS has launched the Centre for Offshore Renewable Energy (CEFORE), an integrated offshore facility combining wind, solar, and wave energy with on-site storage and management systems, in partnership with and Universiti Malaysia Terengganu (UMT). Located off the coast of Kuala Terengganu, the proof-of-concept aims to produce continuous, reliable clean power, marking a significant milestone in Malaysia’s push toward a low-carbon future under the National Energy Transition Roadmap (NETR).

The CEFORE model is positioned not only as a renewable energy demonstration site but also as a national research and capability-building hub. The project is a catalyst for future renewable energy development, while UMT emphasized its role in developing specialized courses and cultivating industry-ready talent. Supported by technology partners including Arema Energies, Schneider Electric, Citaglobal and Honeywell, the collaboration aims to accelerate Malaysia’s technical expertise, innovation capacity, and human capital development for the energy transition.

Beyond its technical objectives, CEFORE is designed to deliver socio-economic benefits to the local community. The facility will provide renewable energy-powered cold storage and ice-making services free of charge to support fisherfolk livelihoods. It is also envisioned as an edu-tourism destination and public learning hub to increase awareness of sustainable practices. Through CEFORE, PETRONAS, INSTEP and UMT aim to build a skilled workforce, strengthen community resilience, and demonstrate Malaysia’s capability to pioneer high-impact offshore renewable energy solutions.
