The Philippines has enacted RA 12308, allocating PHP 200 billion (USD 3.4 billion) over 10 years to modernize the country’s livestock, poultry, and dairy sectors. The law establishes a PHP 20 billion (USD 340 million) annual fund that will support herd repopulation, disease control systems, vaccine and biotechnology development, climate-resilient infrastructure, and improved postharvest facilities—including upgraded slaughterhouses and expanded cold storage capacity.
The measure also strengthens key agencies such as the Bureau of Animal Industry, the Philippine Carabao Center, and the National Dairy Authority, granting them broader mandates in research, regulation, and industry development. Taken together, the reforms aim to boost local production, reduce dependence on imported vaccines and inputs, and build a more competitive, resilient, and investment-ready animal industry.
