Indonesia Expands Free Meal Program with Major Dairy Investment

Indonesia’s Free Nutritious Meals program has received support from a private dairy company through an investment of USD 67 million, according to Industry Minister Agus Gumiwang Kartasasmita. The investment was made by PT Ultrajaya Milk Industry and Trading Company, which inaugurated a new factory in the Cibitung industrial zone in Bekasi, West Java, on 8 December 2025.

The new facility is dedicated to producing ultra-high-temperature (UHT) milk in 125- and 200-milliliter packages for the program, and production capacity is scheduled to expand in March 2026. The minister stated that the domestic milk processing industry must meet the program’s requirements for production capacity, product quality, and a reliable raw material supply. He also emphasized the government’s commitment to strengthening partnerships between industry and local dairy farmers.

The Acting Director General of Agroindustry, Putu Juli Ardika, said the factory has adopted Industry 4.0 technologies to improve efficiency and competitiveness. The facility uses automated guided vehicles, autopilot forklifts, manufacturing execution systems, automated storage and retrieval systems, and an ultrafiltration wastewater treatment plant.

To secure raw materials, the company operates two dairy farms in West Java and North Sumatra with about 7,000 cattle. It plans to add 4,000 more cattle in the near future. The Ministry of Industry has invited the company to join the National Lighthouse Industry 4.0 initiative to support the dairy sector, national food security, and the Free Nutritious Meals program.
