Bill for E-Health System in the Philippines Progresses Through House

The proposed bill that aims to establish the Philippine eHealth System and Services in the Philippines has passed the initial phase in the House of Representatives. The technical working group (TWG) of the House committee on health approved the bill following the consolidation of all proposed measures and aligned it with the signed implementing rules and regulations (IRR) of Republic Act 11223 or the Universal Health Care (UHC) Act.

The TWG will be preparing to address some of the concerns raised by the Congress, particularly the portions that might be redundant with the provision of RA 11223 (An Act Instituting Universal Health Care For All Filipinos, Prescribing Reforms In The Health Care System, And Appropriating Funds Therefor).

Another bill has been proposed in the parliament for the creation of a Health Passport System which will hold a person’s full Medical records and associated information. House Speaker Alan Cayetano, the principal author of the bill, said, “The proposed health passport shall be a mobile record booklet of the patient containing patient’s Medical and dental history as recorded by the physician, dentist or authorized health professionals: Medical and dental test results; diagnostics; medicines and Medical treatments availed of; basic Medical data; information on all Medical and health related benefits provided by law; and information regarding the patient’s Medical rights and privileges under the passport system.”
