France’s HDF Energy Partners with Indonesian Agencies to Advance Hydrogen-Based Maritime Decarbonization

In a major move to support Indonesia’s energy transition, PT HDF Energy Indonesia—a subsidiary of France-based HDF Energy specializing in large-scale hydrogen infrastructure and advanced fuel cell technology—has signed a Memorandum of Understanding with the Ministry of Transportation, state-owned utility PT PLN, and ferry operator PT ASDP Indonesia Ferry. The agreement outlines a joint study to decarbonize Indonesia’s maritime sector through locally produced green hydrogen, with support and co-funding from the International Maritime Organization (IMO).

The study will concentrate on Eastern Indonesia, a sun-rich region that hosts many of ASDP’s key ferry routes. HDF Energy is already developing 23 Renewstable® hydrogen power plants, which integrate solar parks with large-scale on-site energy storage using green hydrogen. These facilities are designed to deliver stable, non-intermittent, and fully renewable electricity to the grid around the clock.

Renewstable® plants generate surplus green hydrogen at a competitive marginal cost, enabling its use in decarbonizing maritime transport. The hydrogen will fuel high-power fuel cells developed and manufactured by HDF Energy in France—modular, reliable systems designed specifically for maritime fleet conversion. Through this project, HDF Energy is implementing a comprehensive approach by producing cost-effective green hydrogen locally and offering a zero-emission propulsion solution for maritime vessels using its proprietary fuel cell technology.

ASDP, which manages one of the world’s largest ferry networks and is a vital link between Indonesia’s remote islands, will play a key role in the country’s maritime energy transition. As part of the initiative, the company will participate in a study to explore opportunities to convert its fleet and port infrastructure from conventional diesel engines to green hydrogen and renewable electricity solutions to reduce emissions significantly.

PLN has taken a proactive approach by initiating hydrogen pilot projects throughout Indonesia. It signed a Memorandum of Understanding with HDF Energy to accelerate the development of Renewstable® hydrogen power plants as a sustainable alternative to diesel-powered energy. The collaboration, backed by international development institutions such as the U.S. International Development Finance Corporation (DFC), represents potential investments of up to USD 2.3 billion.

Simultaneously, HDF signed an MoU with PT Pelayaran Bahtera Adhiguna (PT BAg)—Indonesia’s national shipping firm for primary energy distribution—to jointly evaluate hydrogen as a clean alternative for powering auxiliary systems on large vessels.
