Petrovietnam Unveils USD 24 Billion Eco-Energy and Industrial Hub in Mekong Delta

October 2025

Petrovietnam has reaffirmed plans to develop a large-scale eco-energy and industrial center in Can Tho City, positioning the Mekong Delta as a strategic clean energy and industrial hub. The plan was confirmed during a meeting between Can Tho Chairman Tran Van Lau and Petrovietnam representatives, where the Vietnam Petroleum Institute (VPI) presented its proposed model.

The complex will integrate three interconnected clusters: clean energy; green chemicals and fertilizers; and agricultural products, supported by logistics facilities, specialized ports, R&D and training centers, and ecological urban areas.

Petrovietnam’s investment roadmap spans three phases. By 2030, the group will allocate USD 2.9 billion to industrial gas and circular product projects at the O Mon Power Center. By 2035, USD 2 billion will be invested in LNG terminal infrastructure and bio-methanol production. By 2050, USD 19.4 billion will support renewable energy development at the Song Hau Industrial Park and Tran De seaport.

Chairman Lau expressed strong support for the initiative, calling it a “modern and forward-looking model” aligned with the region’s development strategy. He urged the company and local agencies to accelerate site assessments and planning studies to ensure feasibility.

Petrovietnam Chairman Le Manh Hung described the eco-energy center as a “vital driving force” for the group’s future, combining LNG, offshore wind, green hydrogen and ammonia with deep processing industries and advanced service facilities. The project aims to transform the Mekong Delta into a major clean energy and industrial hub by mid-century.
