Uttamenergy to Build USD 70-Million Waste-to-Energy Plant In New Clark City

Indian engineering firm Uttamenergy Limited will develop a USD 70 million waste-to-energy facility in New Clark City under an agreement with the Bases Conversion and Development Authority (BCDA). The project, described as the most advanced of its kind in the Philippines, will rise on a four-hectare site in Capas, Tarlac that forms part of the New Clark City master plan.

The plant will process about 600 tons of municipal solid waste daily and generate up to 12 megawatts of electricity. Officials said it is designed to reduce landfill dependence while providing renewable energy to the national grid. BCDA President Joshua Bingcang said the project reflects the country’s shift to clean energy, modern waste management, and foreign capital inflows into key development areas.

The investment was announced following President Ferdinand Marcos Jr.’s state visit to India in August. Uttamenergy, based in Pune, Maharashtra, is working with a consortium that includes Global Heavy Equipment and Construction Corp. and ATD Waste-to-Energy Corp. ATD President Amando Diaz said the facility will address both energy generation and waste management concerns while aligning with environmental protection and sustainable urban development goals.

The plant will use German-engineered combustion technology from MARTIN GmbH, with French firms PAPREC and SecoLAB providing systems for boiler and flue gas treatment. It is expected to create jobs during construction and operation phases and will be monitored for compliance with international environmental and safety standards.
