Vietnam and EU Strengthen Digital Investment and Technology Cooperation

Vietnam and the European Union are deepening cooperation in digital investment and advanced technologies as both sides accelerate sustainable growth and comprehensive digital transformation. This message was reinforced at the international forum “Expanding Digital Investment: Connecting European Technological Strengths with Vietnam’s Digital Future,” held in Ho Chi Minh City on Tuesday.

Deputy Minister of Science and Technology Bui The Duy said Vietnam has entered a new stage of development in which digital transformation is essential for achieving rapid, sustainable and autonomous growth. He emphasized that the country views digital government, digital economy and digital society as its three core pillars, with data, technology and human resources serving as the foundation. Europe, he noted, is an important and reliable partner, particularly given the EU’s leadership in ethical, responsible and sustainable digital technologies that align closely with Vietnam’s long-term vision.

EU Ambassador Julien Guerrier highlighted that the forum takes place during the 30th anniversary of EU – Vietnam diplomatic ties, marking a period in which the relationship has matured into a trusted partnership in science, technology and sustainable development. He reiterated the EU’s commitment to supporting Vietnam’s digital transition and green growth, noting strong potential for cooperation in digital infrastructure, transport technology, semiconductors and artificial intelligence.

Ho Chi Minh City leaders also underscored Europe’s strategic importance. Nguyen Loc Ha, chairman of the HCMC People’s Committee, said the city is prioritizing institutional reform, digital infrastructure and human resource development, and called for European financial institutions to channel investment into semiconductors and green technology. Industry experts echoed these priorities, stressing the need for skilled talent, advanced technology transfer, transparent data governance and the adoption of EU digital standards.

Foreign investment momentum further underscores the opportunities ahead. Vietnam attracted USD 28.5 billion in FDI during the first nine months of the year, up more than 15% year-on-year. The EU remains one of Vietnam’s top ten investors, with 2,450 active projects worth over USD 30.6 billion, primarily in high-tech and value-added industries.

Co-organized by D4D Hub, the EU Delegation to Vietnam, AVSE Global and EuroCham Vietnam, alongside the National Data Association and VINASA, the forum featured six thematic sessions covering semiconductors, telecommunications, digital infrastructure, artificial intelligence and enterprise digitalization. Organizers emphasized that the ultimate goal is to build an open, trusted and inclusive digital ecosystem grounded in data sovereignty, transparency and shared sustainable values.
