Vietnam Cuts LNG Import Tariff to Accelerate Clean Energy Transition

June 2025

The Vietnamese Government has reduced the import tariff on liquefied natural gas (LNG) from 5% to 2% under Decree No. 73/2025/NĐ-CP, issued on March 31. This move is seen as an important step toward supporting the country’s energy transition from fossil fuels to cleaner alternatives.

Nguyễn Quốc Thập, Chairman of the Vietnam Petroleum Association, stated that the reduced tariff will boost investor confidence across the LNG value chain—from importers such as PV GAS to power producers like PV Power and end users. It also reflects the Government’s commitment to aligning energy policy with the interests of the State, investors, and consumers.

The updated policy is expected to accelerate the development of LNG infrastructure, including terminals, storage and regasification facilities, and LNG-fueled power plants. According to Power Development Plan VIII, Vietnam plans to develop 23 gas-fired power projects by 2030. These include 10 using domestic gas and 13 based on imported LNG, with a combined capacity of over 30,000 MW.

A key milestone in this transition is the Nhơn Trạch 3 power plant, Vietnam’s first LNG-to-power project using imported gas. It was connected to the national grid in February 2025 and is expected to begin commercial operations in July. A 25-year LNG supply contract has been signed to ensure stable, long-term fuel availability.
