Vietnam Targets 100% Electronic Health Records for Citizens by 2030

Vietnam has announced an ambitious national target to provide all citizens with electronic health records (EHRs) by 2030, marking a major step in the country’s healthcare digital transformation. The initiative forms a key component of the National Target Programme on Health Care, Population and Development for 2026 – 2035, approved by the National Assembly under Resolution 262/2025/QH15.

The programme aims to strengthen grassroots healthcare services, improve early disease detection, and expand access to preventive and remote healthcare solutions. Under the plan, primary healthcare will be universally accessible, with digital records enabling better continuity of care and more effective monitoring of patient health. By consolidating health information across public and private facilities, the EHR system is expected to facilitate more accurate diagnosis, treatment, and population health management.

The Ministry of Health will coordinate the nationwide rollout, prioritising interoperability between hospitals, clinics, and public health agencies to ensure seamless data sharing while maintaining privacy and security. The programme also includes measures to upgrade IT infrastructure, train medical staff in digital systems, and incentivise the adoption of electronic records in rural and remote areas.

Experts note that Vietnam’s digital healthcare ambitions align with the broader national strategy for digital transformation, which aims to integrate technology into key sectors such as finance, education, and public administration. By digitising health data, authorities hope to improve disease prevention, reduce medical errors, and support policymaking through more robust health analytics.

The 2030 target for universal EHRs underscores the government’s commitment to leveraging technology to enhance healthcare quality and accessibility. With ongoing investment in digital infrastructure and human resources, Vietnam is positioning itself to become a regional leader in digital health, providing a model for integrating technology into national healthcare systems.
