Vietnam to Launch First Semiconductor Plant in 2026

Vietnam is set to establish its first semiconductor manufacturing facility in 2026, marking a key milestone in the country’s drive for rapid and sustainable growth through science, technology, innovation, and digital transformation, Prime Minister Pham Minh Chinh announced on November 6. The announcement came during a meeting with a visiting delegation from the Semiconductor Equipment and Materials International (SEMI) and executives from global semiconductor companies attending SEMIEXPO Vietnam 2025.

Prime Minister Chinh emphasized that semiconductors are a strategic sector under Vietnam’s Semiconductor Industry Development Strategy to 2030, with a vision to 2050. The government has also rolled out the Human Resources Development Program for the semiconductor industry and identified semiconductors among 11 strategic technology priorities. He called on SEMI and international firms to propose mechanisms to build a complete semiconductor ecosystem in Vietnam, covering research, design, manufacturing, and workforce training, while assuring that regulatory frameworks will continue to be improved to ensure transparency, competitiveness, and stable policies.

Deputy Prime Minister Nguyen Chi Dung, Dutch Ambassador to Vietnam Kees van Baar, Southeast Asia Semiconductor Association President Linda Tan, and leaders of Vietnamese semiconductor companies also attended the meeting. Chinh highlighted the government’s approach of providing strategic direction, enabling development, and fostering enterprise-led implementation, underpinned by cooperation between domestic and international partners. He urged firms to help link large corporations with small and medium-sized enterprises, strengthening supply chains and the overall ecosystem.

International representatives welcomed Vietnam’s semiconductor ambitions and expressed confidence in the country’s strategy, while noting challenges such as institutional reform, streamlined procedures, English-language adoption, SME support, and development of clean energy and IT infrastructure. Delegates proposed establishing a national semiconductor association to connect government agencies, enterprises, research institutions, and training organizations, supporting policy development, human resources, supply chains, and regional connectivity.
