The Ministry of Energy and Mineral Resources has taken a strategic step to enhance the implementation of Rooftop Solar Power Plants (PLTS) by issuing Regulation Number 2 of 2024. This new regulation, effective from January 31, 2024, aims to improve the efficiency of Rooftop PLTS deployment, enhancing the existing framework.
The Acting Director General of New, Renewable Energy and Energy Conservation highlighted that while the current regulations governing PLTS Rooftop have not fully realized their optimal potential, the new regulation, developed through collaboration among various stakeholders, aims to tackle these challenges.
The regulation aims to connect 1 GW of rooftop PLTS to the PLN’s (Indonesia’s electric power distribution company) network and an additional 0.5 GW from non-PLN sources each year. This ambitious initiative aims to leverage Indonesia’s silica sand resources to support the growth of the solar cell industry, thereby stimulating expansion in the solar module sector.
The new regulation brings significant changes, including the removal of installation capacity limits, publication of capacity quotas every five years, elimination of import-export mechanisms, waiver of capacity fees for all PLN customers, simplified application processes, cost coverage for advanced meters, implementation of an application-based service mechanism, and the establishment of a Rooftop PLTS Complaint Center.
