The Vietnamese Ministry of Information and Communications launched version 1.0 of an ICT reference framework for the development of smart cities in June 2019. The reference framework is meant to aid provinces and cities to build pilot smart city projects as it functions as a basis for building and implementing smart city plans, investment projects, leasing services and ICT architecture of smart city development.
The reference framework has a legal basis in decision 829/QD-BTTTT and 950/QD-TTg concerning the ICT reference framework itself and the sustainable development of smart cities respectively.
Priorities in the framework include water systems, waste collection and treatment systems, traffic systems, lighting, education and healthcare. HCM City, Thua Thien-Hue, Bình Duong, Da Lat, Thai Nguyen are among the places that have started developing pilot smart city projects.
According to Savills Vietnam, developers and buyers have shown strong interest in building safety and smart building, including IoT, Environmental friendliness and security concerns. This was echoed by a representative from Jones Lang LaSalle (JLL) Vietnam, which noted smart townships launched by developers have high sales rates; Hanoi has developed more than 10,000 smart units with an average sales rate of 70% for example.
