Vietnam Launches USD 49 Billion Nationwide Infrastructure Initiative

September 2025

Vietnam has launched or completed 250 infrastructure projects across 34 cities and provinces, representing a total investment of nearly VND1.28 quadrillion (USD 48.7 billion). The projects, covering transport, energy, industrial facilities, and housing, highlight a nationwide effort to modernise infrastructure and strengthen economic competitiveness. According to the Ministry of Construction, 37% of the capital comes from the state budget, with the remainder mobilised from private and foreign investors.

In Ho Chi Minh City, work began on the four-lane Phuoc Kien tunnel beneath National Highway 13, aimed at easing chronic congestion, alongside an expansion of DT748 Road to connect with Ring Road 4. Vietjet Air also commenced construction of two maintenance hangars at Long Thanh International Airport, expected to service multiple aircraft types from mid-2026.

Major regional projects include a second runway at Phu Cat Airport in Gia Lai Province, the Ca Mau – Dat Mui Expressway in the south, complemented by a planned sea-crossing bridge to Hon Khoai Island, and the inauguration of Hanoi’s Vietnam Exhibition Center, one of the ten largest globally.

Energy developments feature prominently, with Can Tho’s O Mon 4 Thermal Power Plant, valued at over USD 1 billion, and the Hoa Binh Hydropower Plant expansion, adding 240 MW to the national grid. Industrial and housing projects are also advancing, such as Hoa Phat Group’s Hoa Tam Industrial Park and Bai Goc Port in Dak Lak Province and a 5,500-unit residential complex for industrial workers in Lam Dong.

Minister of Construction Tran Hong Minh emphasised that the scale of investment reflects Vietnam’s determination to modernise and its ambition to secure long-term growth.
