Vietnam Unveils USD 136 Billion Plan to Expand Power Capacity by 2030

May 2025

Vietnam has announced an ambitious plan to increase its total installed power generation capacity to between 183 and 236 gigawatts by 2030, up from over 80 GW at the end of 2023. This initiative, detailed in the revised National Power Development Plan (PDP8), aims to support the country’s rapid economic growth and its commitment to achieving carbon neutrality by 2050.

The strategy emphasizes a significant shift towards renewable energy sources. By 2030, solar power is projected to contribute 25.3% to 31.1% of the energy mix, while onshore and nearshore wind energy is expected to account for 14.2% to 16.1%. Additionally, the plan introduces nuclear energy into Vietnam’s power portfolio for the first time, with the first nuclear power plants anticipated to become operational between 2030 and 2035, adding a combined capacity of 4.0 to 6.4 GW.

Other energy sources will also play roles in the diversified mix. Coal-fired power is set to decrease to 13.1% – 16.9%, hydropower will contribute 14.7% – 18.2%, and liquefied natural gas (LNG) plants are projected to supply 9.5% – 12.3% of the total capacity. Offshore wind energy is targeted to reach between 6 and 17 GW during the 2030 – 2035 period.

To realize these objectives, Vietnam estimates a total investment requirement of USD 136.3 billion for the 2026 – 2030 period, allocating USD 118.2 billion for new power plants and USD 18.1 billion for grid infrastructure enhancements. This substantial investment reflects the nation’s dedication to transforming its energy landscape and ensuring a sustainable power supply for future development.
