Malaysia to Launch the National Energy Transition Roadmap (NETR) and the Hydrogen Economy and Technology Roadmap (HETR) in 2023

July 2023

Malaysian Prime Minister Anwar Ibrahim has unveiled the plan to introduce two new energy roadmaps, namely the National Energy Transition Roadmap (NETR) and the Hydrogen Economy and Technology Roadmap (HETR) by the second half of 2023. The move is in line with the country’s long-term goal of achieving its global commitment to generating environmentally sustainable energy security.

Specifically, Malaysia aims to leverage its energy sector as a significant driver for socio-economic progress and to realize its national Low Carbon Nation Aspiration, which seeks to capitalize on opportunities arising from energy transition projects. With advancements in batteries and electric storage technologies, there is potential for the development of rare earth minerals and the establishment of a favorable supply chain ecosystem in Malaysia, facilitated by hydrogen initiatives and Carbon Capture and Storage (CCS) projects. The National Energy Transition Roadmap (NETR) and Hydrogen Economy Transition Roadmap (HETR) will play a crucial role in charting the overall strategy and high-impact initiatives to expedite energy transition endeavors.

As part of Malaysia’s role in achieving global climate targets, the government has revised its Nationally Determined Contribution (NDC) to reduce greenhouse gas emissions by 45% by 2030 from 2005 levels. The efforts in achieving NDC targets have been incorporated in the 12th Malaysia Plan and the National Economic Policy 2022-2040 (NEP 2040).
