May 2023

On April 20, Vietnam’s National Master Plan for 2021-2030, with a vision to 2050, was made public in Hanoi.

By 2030, Viet Nam aims to be an upper middle-income country with modern industry, a high average income, and economic growth based on research, technology, innovation, and digital transformation, according to the master plan. By 2050, Vietnam is expected to be a developed country with a high income and a fair, democratic, and civilized society. The government will strive towards net-zero emissions, and annual economic growth will average 6.5-7.5% between 2031 and 2050.

According to the plan, socio-economic development space will be developed in six regions: the northern midlands and mountains, the Red River Delta, the north central and central coastal region, the Central Highlands, the southeastern region, and the Mekong Delta. Moreover, there will be northern and southern locomotive zones, with Ha Noi and Ho Chi Minh City as the growth poles, as well as the North-South, Lao Cai-Ha Noi-Hai Phong-Quang Ninh, and Moc Bai-HCM City-Vung Tau economic corridors. The rate of urbanization will exceed 50%.

Speaking at an event, Vietnam’s Prime Minister urged ministries and agencies to take coordinated and effective steps to launch the national master plan, with a focus on distributing capital to projects and programs of national importance. He stated that policies, processes, human resource development, development investment attraction, social welfare, science-technology, environment, national defense-security, and international cooperation will all be prioritized.
