Singapore’s Energy Market Authority Appoints ExxonMobil, Sembcorp New Term LNG Importers

April 2021

To enhance competition, Singapore’s Energy Market Authority (EMA) has appointed ExxonMobil LNG Asia Pacific and Sembcorp Fuels (Singapore) Pte. Ltd. as the new term liquefied natural gas (LNG) importers for the South East Asian city-island-nation.
This appointment allows the two companies to import and sell regasified LNG to customers in the market.
EMA licenses term LNG importers to ensure that their import and supply of regasified LNG to Singapore consumers on a term basis (i.e., under Gas Sales Agreements with 1 year or longer duration) are competitive and reliable. There are currently two other term LNG importers in Singapore – Pavilion Energy Singapore Pte. Ltd. and Shell Eastern Trading (Pte) Ltd.
According to the EMA, natural gas is the cleanest form of fossil fuel and is expected to be the dominant fuel for Singapore in the near future.
In another development, the Maritime and Port Authority of Singapore (MPA) has awarded the third Liquefied Natural Gas (LNG) bunker supplier license to Total’s subsidiary, Total Marine Fuels Private Limited, that is in charge of worldwide bunkering activities for a five-year term starting January 1, 2022. This development follows a 10-year agreement signed by Total in 2019 to develop an LNG bunker supply chain in the port of Singapore. To date, the company has established operations in Singapore for almost 40 years, with activities ranging from regional headquarters, manufacturing, and research and development.
