Vietnam and Singapore Strengthen Clean Energy Ties with New Offshore Renewable Project

September 2024

In August 2024, the Petrovietnam Technical Services Corporation (PTSC) and its Singaporean partner, Sembcorp Utilities Pte Ltd, held a ceremony to officially transfer contract packages related to wind and hydrological measurements and geological surveys.

These activities are part of a project designed to export offshore renewable energy from Vietnam to Singapore. The contract packages focus on gathering precise data regarding the natural and technical conditions at the project site. This includes collecting wind data, measuring hydrological parameters, conducting seabed geological surveys, assessing wind power potential, and identifying advanced technologies for developing the offshore wind power system.

The project represents a strategic collaboration in clean energy between the two countries. The Chairman of the Board of Directors of the Vietnam Oil and Gas Group (PVN) emphasized the project’s role in helping Vietnam achieve its goal of net-zero emissions by 2050 and its alignment with the country’s 8th power plan.

Meanwhile, CEO of Sembcorp Industries noted that this event marks a significant milestone in energy management collaboration and underscores Sembcorp’s commitment to Vietnam’s energy sector, as well as its cooperation with PVN and PTSC.

Given the limited availability of renewable energy sources, Singapore’s Energy Market Authority (EMA) has approved the import of 4GW of clean electricity by 2025 from neighboring countries, with 1.2GW coming from Vietnam. Sembcorp will facilitate the import of this clean electricity from offshore wind farms in Vietnam, transmitted through new underwater cables stretching approximately 1,000km.

Following the full approval from Vietnam’s Ministry of Natural Resources and Environment for marine resource surveys last August, PTSC is scheduled to conduct offshore surveys in 2024 as part of its clean electricity export project to Singapore.
