Malaysia Plans to Revive High-Speed Rail Project

August 2023

Malaysia is reinitiating plans for the high-speed rail (HSR) project that would connect Kuala Lumpur to Singapore, a venture which had been shelved for over two years. It aims to foster the HSR’s development and operation using a collaborative public-private partnership framework.

MyHSR Corp, a local company owned by the Minister of Finance (Incorporated) and supervised by the Malaysian Transport Ministry, has launched a comprehensive Request for Information (RFI) process, aiming to gather proposals from the private sector. It has previously engaged with several companies to gauge interest and determine the level of interest, capabilities, and necessary resources to ensure HSR’s viability. The RFI exercise will be opened to local and international firms and consortia to submit their concept proposals.

The Kuala Lumpur-Singapore High-Speed Rail (HSR) project is poised to deliver substantial benefits, primarily by enhancing economic growth from the Klang Valley to the Southern Corridor and extending its positive impact throughout Malaysia. Simultaneously, Singapore has shown a readiness to consider and engage in discussions regarding fresh HSR proposals from Malaysia, emphasizing the project’s significance for both countries.
